Claude Code 2.1.317 and Copilot Model Retirements: November 3 Roundup

Today's headline is Claude Code 2.1.317, a large release with new safety checks and an admin cost report. Also on the calendar: GitHub says the retirement of three Copilot models on November 16 is two weeks away. Codex has only pre-releases since 0.166.0.

Claude Code 2.1.317: safety checks and cost reporting

According to the v2.1.317 release notes, the notable additions are:

  • A prompt before a web or shell tool call sends your account email address to the network.
  • A warning in /schedule when a new cloud scheduled task gets connectors you did not ask for, with instructions to remove them.
  • onFailure: "block" for Agent SDK hook callbacks, so a callback that fails blocks the action instead of letting it run.
  • A cost report on the Claude apps gateway admin API (GET /v1/organizations/analytics/cost) that totals past spend by developer, day or IdP group, plus anthropic.plan, anthropic.seat_type, anthropic.provider and anthropic.custom_base_url attributes in OpenTelemetry output.
  • CLAUDE_CODE_DISABLE_NESTED_SESSION_ID for self-hosted runners, restoring the earlier behavior where claude -p inside a session reuses that session's ID and transcript.

Behavior changes worth knowing: the Read tool no longer returns a "file unchanged since your last Read" stub, so re-reading returns the content, and claude -p now exits 1 when transcript or ~/.claude.json writes fail, for example on a full disk. If your CI scripts relied on exit code 0 in those cases, they will now fail loudly. The release also contains dozens of fixes across auto mode, MCP connections, compaction, the VS Code extension, cloud sessions and self-hosted runners.

GitHub Copilot: model retirements on November 16

GitHub's October 15 changelog announced that Claude Opus 4.8, Claude Opus 5 and GPT-5.6 Terra will be deprecated across all Copilot experiences on November 16, 2026, covering chat, inline edits, ask and agent modes, and code completions. Secondary write-ups such as this one from Classmethod report Claude Opus 5.5 as the suggested replacement for the Claude models and GPT-6.1 Sol or GPT-6 Luna for GPT-5.6 Terra, and that individual users on annual plans may keep Opus 4.8. Confirm the exact mapping in the official table. Business and Enterprise admins should check model policies so the replacements are enabled.

GitHub Actions: pull_request_target blocked by default on December 2

Not a coding assistant release, but relevant if AI agents open pull requests in your repositories: GitHub posted a changelog entry on November 2 saying pull_request_target will be blocked by default from December 2. The listing gives only the title, so read the full post for details and review any workflows that depend on that trigger.

Status of the other tools

  • OpenAI Codex: 0.166.0 (October 29) is still the latest stable release; 0.167.0 alpha builds appeared on November 1 and 3 without release notes.
  • GitHub Copilot: the Copilot changelog shows no new Copilot-tagged entries since October 28.
  • OpenCode: see the releases page for builds after 2.2.5; this roundup did not verify new releases.

What to do

Update to Claude Code 2.1.317 and check any scripts that depend on claude -p exit codes. Teams that pin Opus 4.8, Opus 5 or GPT-5.6 Terra in Copilot should migrate before November 16, and anyone using pull_request_target should audit workflows before December 2.
